Allow admins to update 'marked as trained' records

Requirements

• Admins can update the date that someone was marked as trained
• Admins can update the trained who marked the member as trained

Constraints

• Only super users can do this
• The audit log must show the admin that made the change
• The change must prompt + require a mandatory explanation message for the change
