Drop ActAsArScop duplicate methods

Going over ActsAsArScope and ActsAsArModel to double check the Rbac.filter code

No reason to define the delegate of aar_scope_klass, when ActsAsArScope already does this

- We only ever call all() with no parameters.
- Rails doesn't support parameters, it will throw an exception
- Our code doesn't use this for AR or AAAM (if it did, it would throw an error)
