Introduce Handler

Upon the answer of specific questions, several other question are automatically answered through a handler in the background.

Already done for publication.

Problematic because handler requires refresh. Up to now refreshing in Set marked as collection leads to automatic jumps to first entry in set, making it impossible to fill out everything properly...

For software a handler is introduced which retrieves the programming languages in the background. More handlers might require a re-structuring. (Or ask RDMO dev team)
