Business Rules with one property optional

We have several gateway rules. Could we implement a business rule with one property optional instead of a gateway rule? Has someone tried that?

In one case, we have a gateway rule where, for instance, we require PriceProperty only for certain customers, which is denoted by a boolean property, but all other customers, PriceProperty is required. We currently implement such behavior with gateway rules.

Ah okay. And what change do you have in mind?
You could merge the rules and make them tightly coupled if you don't want gateway rules?
