Import group with an inactive student hinders importing that group #7743

Importing groups where a group contains an inactive student, that group would not be imported even though there are other active students in there. We would like to fix this in that the group will still be imported without the inactive student(s), and maybe give an error message mentioning the students that couldn't be added.
In the screenshot shown here, on the top right you will see the download and upload links.
Within a course you can export groups for one assignment and import them to another assignment, thus the download and upload links. When downloading with an inactive student for a group, it will be contained in the downloaded csv file. When you upload again, all groups without an inactive student in their group will be imported. The issue is for the group which has the inactive student, that group would fail to be imported even though there are active students in that group.
