Consider lazy loading config files

**Description:**
Evaluate lazy loading of configuration files to improve startup time.

**Current behavior:**
`publishers.json` and `copyrights.json` loaded on initialization

**Proposed:**
Load on-demand (when dropdowns are first opened)

**Action:**
Only implement if startup time becomes an issue.
