a bunch of changes:

* a little bit of rearranging
* `constant.other.allcaps` fixed to remove `|`
* expanded `#comments` to include `comment.line.note` et al.
* added `nonlocal` to `#illegal_names
* reworked `#string_quoted_double` and `_single` to remove SQL statements, address redundancy (an `r"` pattern *and* an `R"` pattern?), and add `#escaped_unicode_char` where appropriate
