Add ML-DSA to the default config

Enable PSA_WANT_KEY_TYPE_ML_DSA and all the ML-DSA algorithms that are implemented so far in the default configuration.

In principle, this should be trivial: it's already all been tested in the full config. However, this may reveal problems. A plausible kind of problem is some file generation script or test script that starts from the default config and that doesn't handle the extra paths into the drivers/pqcp directory or that has problems with identifier names from mldsa-native. I'm tentatively sizing this to size-s but we may be pleasantly surprised.

Prerequisites: having an actual API feature, Windows build, maybe IAR build
