Add ML-DSA to the test driver

The goal of this issue is to have a build where the ML-DSA algorithm goes through driver dispatch and to a test driver rather than to the built-in default.

This is nontrivial because the normal implementation of ML-DSA goes through the pqcp driver, not the builtin driver. So this will require some changes to build scripts.
