test_suite_psa_crypto_op_fail: add PAKE

Add pake_fail in test_suite_psa_crypto_op_fail.function, and add PAKE support to the OpFail class of generate_test_cases.py.

(Practical note: we need to first have the test function in the test suite in all consuming branches, before we can merge the generation of the test cases in the framework.)

I started to work on this in https://github.com/gilles-peskine-arm/TF-PSA-Crypto/tree/psa_crypto_op_fail-more_categories-1.0-wip and https://github.com/gilles-peskine-arm/mbedtls-framework/tree/psa_crypto_op_fail-more_categories-framework-wip but I'm not sure if the way I'm doing this will work well for other PAKE algorithms and we may need additional work to determine correct test case dependencies.
