Migrate Coverity to CMake

Currently the Coverity script in #165 uses Make for the build.

Since the deprecation of the Make build system, it has been moved to use `make -f scripts/legacy,make` but at some point it will need to be changed to use CMake for building the library.

Definition of done: The `push_coverity_scan.py` script only runs CMake commands, not Make ones.
