Add a CI job to pack a release. #232

Create a separate nightly job which takes a branch and runs the scrip[t Mbed-TLS/mbedtls-framework#
Suggested enhancement
The requirement is to create the required CI boilerplate code and job that will take a branch and run the script implemented in Mbed-TLS/mbedtls-framework#239 and produce a release.
Artefacts for this job, shall be the tarballs, but it should also export the git history, in a separate branch in restricted.
The job should run by the mbedtls maintainers who have access on restricted repositories.
Justification
Mbed TLS needs this because it improves our testing coverage and will greatly reduce the complexity of making a release
