Investigate why name resolution Snaps have stopped working #3649

I have testing in Extension 13.3.0 and 13.3.2 and I get the following error when trying to resolve names with Social Names and Unstoppable (both Snaps through the same error):

 RpcRequestError#28: RPC Request failed.

This is very odd because the ethereum provider should be using the internal RPC which is Infura.
