[feature] Preserve Cerberus Resources

Description

To save on AI usage and costs we need to limit how often cerberus can trigger.

Two limits need to be set

• If there are less than ten messages between current time and last cerberus check in, and the cron schedule triggers, we need not run cerberus again to preserve resouces, instead just send a simple message informing the group that a checkin has been skipped due to lack of actvity
• Same limit shall also be applied not only to the cron job but also to trigger
