Notification setting independent of email settings.

I appreciate this repository hasn't been maintained in a long time but you may be able to help me.
This plugin seems to be almost exactly what we need, however it seems like you only get notifications for things that would ordinarily send you emails. In our company most users turned off the emails but we'd still like them to recieve notifications. Do you know of any way it would be possible to force notifications for users that have email notifications disabled?

@FlyLikeAPenguin I know this is old, and you have probably moved on, but I thought I would still resurrect this just in case.
I have forked this repo, to bring it up to date, and among other things I have made the app notifications independent of mail notifications.
If you are still in need of something like this, this might be what you were looking for.

@dr-consit I am trying to use your version but I have problems under Redmine 4.2:

1. despite working and proper configuration of faye service plugin always says:
   Faye server is unreachable.
2. Redmine 4.2 Open SSL (wrong version number) #39
3. Redmine 4.2 NoMethodError on Issue update #38

Spent hours on this and tried different configurations, no luck
