Outdated "Obtaining a WHQL Certified Driver Package" document

The Obtaining a WHQL Certified Driver Package document appear outdated and in need of an update. The msdn.microsoft.com and msdn.microsoft.com links should for instance probably be updated to the new Microsoft URLs. I also suspect that other parts of the Windows driver submission process have changed since the document was written.

Could it be possible to either update or remove the document?
