NVME admin commands for EPs

Currently the code only support sending raw NVME passthrough data to EPs. This is not user-friendly. 

If we can add commands for NVME 1.3 admin commands and enable EPs, then this would server as a reference for user who wants to add other commands for other EPs.

Need to figure out what commands are needed, and their syntax.
