Update Set-SPOTenant with two new properties and four new parameters

The changes in the "Syntax" section were generated using platyPS with the updated SP Powershell module. It seems some recent contributors created their documentation changes manually, so there are some extraneous changes where it has 'fixed' them.

Adds 2 tenant properties/4 total parameters to restrict external sharing for agent identities to the Set-SPOTenant command.

New parameters (new tenant properties in bold):
RestrictExternalSharing

• AddAppIDToList
• RemoveAppIdFromList

RestrctExternalSharingForAgents
