Move and highlight the PIPOnNSXEnabled requirement

Registering the PIPOnNSXEnabled flag is required before any of the steps in this document can be performed, but the first mention of the flag is at the very end of the document. I am proposing this reference be moved to the H1 section and wrapped in a Tip call-out.
