(AzureCXP) MCAS Update

Based on customer feedback from the below GitHub thread, removing MCAS from limitation of features available for Azure US Gov.

Currently MCAS is available for GCC High as per below documentation https://docs.microsoft.com/en-us/enterprise-mobility-security/solutions/ems-cloud-app-security-govt-service-description, not sure if that can be generalized for this document as Azure Gov.
