VMware Cloud Director enables multi-tenancy by using organizations. Each organization can have one or more organization virtual data centers (VDC). Every Organization's VDC can have its own dedicated Tier-1 router (Organization VDC Edge Gateway), which connects to the shared Tier-0 router (Provider gateway).
