Update routine-maintenance.md

Adding information about resources pausing during business hours. This has just been rolled out for Stamps so reflecting that in documentation since it was specifically asked for.

If resources are still upgrading by 9 AM of a given region, the upgrade will safely pause before the next critical step and until the end of business hours.
