Restored certificates docs in ToC

Under "Manage Certificates" in the table of contents, the certificate docs had been replaced by the 3 Enable Diagnostics documents (which also appear in the correct location under Monitor).  This restores the missing certificate docs back to April 2nd, 2021.  This resolves https://github.com/MicrosoftDocs/azure-docs/issues/86736.
