Update register-scan-azure-sql-database-managed-instance.md

SQL MI as a vnet injection service (unlike SQL DB that is vnet linked service) and as such supports private connections that work with SHIR on VM orthogonal to private endpoints / private link that is additional feature currently in private preview.
