Update GetStartedClientLibraries.md

The current links to the new Speech Service are not right. @nitinme , can you check if the updated links work? I basically want to link to 
https://docs.microsoft.com/azure/cognitive-services/speech-service/ and https://docs.microsoft.com/azure/cognitive-services/speech-service/get-started. The way I have them right now gives me 404 error in the preview, and I don't know why. thanks.
