(AzureCXP) fixes MicrosoftDocs/azure-docs#47322
Indicated that exclusion is mandatory - You must exclude at least one account to prevent yourself from being locked out. If you do not exclude any account, you will not be able to create this policy. ------- cc: @MicrosoftGuyJFlo
