Pay as you go image descriptions match marketplace

This updates pay-as-you-go RHEL image descriptions to more closely match what is seen in the Azure marketplace, helping readers to be more successful in searching for RHEL images.  This resolves https://github.com/MicrosoftDocs/azure-docs/issues/86909.
