Update pricing calculator documentation and TCO links

This commit has 3 changes:
1) TCO is being deprecated on 7/31. To support it, I am updating the CTA for TCO links.
2) Owner of pricing calculator page is no longer at Microsoft, I am taking ownership of this page, the author tags on the page have been updated.
3) Pricing Calculator no longer has a feedback section, documentation has been updated to reflect this.
