Restoring PowerShell for step 2 of Create an image

On a June 6th revision, the PowerShell snippet for step 2 of "Create an image" (Create a VM Image Builder distributor object.) appears to have been accidentally removed.  This resolves https://github.com/MicrosoftDocs/azure-docs/issues/95730.
