Update overview.md
Following should be stated here so non-expert readers have some idea that this capability exists (to begin with), then they can check it further if it interests them. Because currently, this information requires pre-existing knowledge or reading the whole ARM documentation. "You can also specify in which resource group those resources will be deployed."
