Update logic-app-calling-arg.md

Update to Logic App Calling Azure Resource Graph Document. 
Included an extra step where the reader must choose a Consumption Based Plan for the Logic App. When choosing the Standard Plan the Code Copy from the Tutorial comes up with an Error as you have to choose which kind.
