Black forest regions update

Germany Central and Northeast were the sovereign cloud regions (a.k.a. "Black Forest"), which are decommissioned already. Listing them as unsupported sounds as they aren't yet onboarded by AppGW.

The currently available public Azure regions in Germany are "Germany West Central" (located in Frankfurt) and "Germany North" (located in Berlin). Customers can use these regions.
