Update configure-identity-source-vcenter.md

Added an Important note 'If the run command **New-LDAPSIdenitySource** fails, utilize the **Debug-LDAPSIdentitySources** run command to troubleshoot the issue.'
This is to bring awareness of the Debug run command to customers.
