Update configure-common.md
Remove incorrect reference that Always On feature may cause reimaging if failures are returned from the app. Always On is only in the business of making the best effort to keep the app warm. BTW, I'm from App Service product team. You can contact me at [email protected]. I couldn't use my corporate git account for some reason to submit the change
