Update functions-scale.md
Max # Instances for Flex in the Scale section currently says "Limited only by total memory usage of all instances across a given region. For more information, see Instance memory." That's not entirely true, each Flex app can also only scale out to 1000 maximum instances even if the quota is increased. So this should change to "1000, but limited by the [Regional subscription memory quotas](./flex-consumption-plan?#regional-subscription-memory-quotas).
