Update understand-cost-mgt-data.md to reflect minimum roles needed to modify tags
The document currently states that access as a contributor at resource level is needed to modify tags. This is incorrect and most organizations will be reluctant to grant such access to FinOps teams. Tag contributor role is more appropriate.
