Clarified Windows 10/11 settings locations in revers of last edit

The last edit on this article reduced clarity as the intention was to show the two different locations these settings are found as they differ between Windows 10 and 11. I've shifted the text underneath the list, and reworded to bring back reference to Windows 10 and 11 here.
