Update wording on inactive to clarify inactivity
The clarify the users are inactive in that they are not signing in. (This is to distinguish from scenarios a customer might be thinking of, for a M365 group, where inactivity is based on the user not contributing content to the group, e.g., not sending messages or posting.)
