Update scc-permissions.md

added the URL for the second type of permissions which could be configured from defender portal which is the XDR permissions , I know it is mentioned in the note, but it  should also be well mentioned as one way to configure permisisons via defender; especially that there is an ongoing conversation with URBAC PM who wants to enable XDR by default for new customers (tenants) so we need to be very clear with these information

I have also added an important note which is in another document but it is very important to be mentioned well in this document too
