Updated line numbers 111-113 From No information about what "override IP filters" means in the Allow List for IP addresses. To Added note information explaining that adding an IP address to the Allow List bypasses IP-based filtering checks (such as connection filtering or IP reputation checks), without changing message throttling behavior. Clarified difference from Block List, where messages are rejected at the service edge.
