unable to build dev container

Trying to use dev container in the repo and unable to build dev container locally.

Likely vsts installdependencies.sh contains outdated packages ?

@kgopi1 You need to set up higher or latest agent. I use version 3.258.1. Config AGENT_VERSION in Dockerfile and devcontainer.json
