RDCMan 3.1 does not start on Windows 2022 #883

I am trying to run RDCMan 3.1 on Windows Server 2022 Datacenter Evaluation Build 20348.fw_release.210507-1500
The mstscax.dll version shipped with the OS is v 10.0.20348.169
Which versions of mstscax.dll are working with RDCMan? How to get an updated one, is there any KB I can install?
