H264 Video decoding - license required or not?

If I use the latstes stable Webview2 nuget package in a own usercontrol (wrapping the webview2 control) I am able to play videos that are h.264 encoded. If I want to distribute my usercontrol as part of our (small scale) product, is the h.264 codec license covered ?

I am not downloading the evergeen or fixed runtime. I only distribute the binaries of my application.

The license from the nuget package does not state anything about h.264.

Meanwhile I had contact with MPEGLA about this issue.
Our small scale system is way below the 100.000 decoding "devices" per year. That is covered in the licence rules, that for less than 100.000 devices no license needs to be bought.

So my question is answered for my situation, however the question remains, why is there no information in the nuget license file.
