Add methods to create copies of the individual databases backing a Root ledger #17751
Description
Something like c8ba96a - the Hardfork_config.prepare_inputs method is going to return the Ledger.Root for the root snarked ledger. We need to be able to create separate copies of the stable database or hard fork database underlying the Ledger.Root.
We may also want an option to control the behaviour of the hard fork database copy method when the root is backed by a stable database alone.
