Add support for Gurobi v13.0.0 (+)

If I'm not mistaken (please correct me if I am), libminizinc currently only accepts Gurobi up to v12.0.3: https://github.com/MiniZinc/libminizinc/blob/master/solvers/MIP/MIP_gurobi_wrap.cpp#L92-L95

It would be nice to also be able to work with Gurobi v13.0.0 (or newer) out of the box.

Oh, I saw the edge release but thought it was ~2 years old. Now I see that the release itself is ~2 years old, but you seem to replace the files from time to time. Good to know.
