As a user, if I have many chats beneath a workspace and I create a new chat, this chat should appear at the top of the order of threads.

If I scroll down to a much older thread and send a chat to that thread, it should be moved to the top of the thread list.

Note: This does not apply to the default thread, and no named threads can go above default. The default thread is being deprecated and removed from AnythingLLM #3577
