Why Is This Enhancement Needed?

Adding Basestation control of the simulator's rover is important for testing Basestation and Autonomy.

Proposed Solution

Add a new component to send all rovecomm traffic to a specific IP, overriding those in the manifest. This will allow the simulator to be controlled from basestation. Change the color of the page header and include a message warning when this feature is active. Ensure the simulation, basestation, and autonomy all function together. That is, Basestation controls Autonomy, Basestation controls the simulated rover, and Autonomy controls the simulated rover in a manner as similar to the real rover as possible.
