Add an open data licenses file to encourage that GOFS be published as open data

I’d like to suggest adding a file to the GOFS repository that documents common data licenses suggested for use on GOFS feeds, similar to the data-licenses.md file in the GBFS repository.

Having common data licensing has helped GBFS accelerate GBFS widespread adoption by encouraging open licensing of datasets unambiguously allowing for widespread reuse by various applications.

Should we create a data-licenses.md file in the GOFS repo that outlines relevant data licenses, modeled after the GBFS example?
