migrate gtfs-realtime.proto file to use git submodule

Consider using a git submodule will have the source for the `gtfs-realtime.proto` file directly connected to the source at https://github.com/google/transit/blob/master/gtfs-realtime/proto/gtfs-realtime.proto rather than just a copy of the file.
