GTFS Validator Web Service

I am trying to set up the GTFS validator web service and following the instructions in the gtfs-validator\web\service\README.md file. I get an error on the third step:

gcloud run services add-iam-policy-binding gtfs-validator-web \
   --member=serviceAccount:invoker-gtfs-web@web-based-gtfs-validator.iam.gserviceaccount.com \
   --role=roles/run.invoker

ERROR: (gcloud.run.services.add-iam-policy-binding) NOT_FOUND: Resource 'gtfs-validator-web' of kind 'SERVICE' in region 'us-east1' in project 'bubbly-solution-471407-t1' does not exist. This command is authenticated as [email protected] which is the active account specified by the [core/account] property.

Is there a step missing? Is it assumed that you have created a service called gtfs-validator-web?
